Chief Executive Officer
BIOKevin Corcoran has been with Vehicle Management Solutions and its predecessor companies since 1999 and assumed the role of Chief Executive Officer in 2021. Throughout his 20-plus years in the vehicle management industry, he has served in several senior management positions, including Chief Operating Officer of United Road Towing, and Director of Human Resources and General Manager of E&R Towing. During his time as CEO, Kevin led the Company through a period of significant transformation, accelerated growth, and innovation including the expansion of service offerings from Towing to Municipal Managed Services and Safety Service Patrol. Under Kevin’s leadership over the last three years, VMS has added Municipal Managed Services to four additional cities and Safety Service Patrol to six additional state DOTs as well as successfully acquiring and integrating four new companies into the VMS platform. He holds a B.A. in Secondary Education from Indiana University, Bloomington and an M.B.A. from the University of Notre Dame.
Chief Financial Officer
BIOMarcus Bradshaw is the Chief Financial Officer at Vehicle Management Solutions, leading the Accounting, Finance, Treasury and Risk Management functions. Prior to joining VMS in 2024, Marcus held CFO positions over the past 20 years at a number of privately held and private equity backed companies primarily in the retail and services industries. Before becoming a CFO, Marcus worked in several senior level financial roles for Kraft Foods. He holds an Economics/Finance Degree from the University of Notre Dame and an M.B.A. in Finance from the University of Chicago.
Chief Operating Officer of Municipal Managed Services
BIOFrank Mecklenburg is Chief Operating Officer for the Municipal Managed Services division of Vehicle Management Solutions overseeing impound and dispatch management operations. Frank has over 24 years of experience with industry leading third party logistics providers, including 12 years in the municipal impound and dispatch industry. During that time, he has served as Operations Project Lead, ongoing Operations Manager, and more recently General Manager, Vice President, CEO, and COO for eight separate successful facility startups over the last 18 years, including Caterpillar Logistics, AutoReturn LLC and TEGSCO LLC. He holds a B.S. in Electrical Engineering from Rose-Hulman Institute of Technology and a M.B.A. from Marian University Indianapolis.
Vice President of Operations and Business Development
BIOCaleb Jonkman is VP of Operations and Business Development for Vehicle Management Solutions where he oversees the management of Tow Operations and helps grow and strengthen municipal partnerships. He joined the Company in 2020 as the Chicago Regional Sales Director and has held his current role since January of 2024. Prior to VMS, he served three years as the Director of Annual Giving for Trinity Christian College. Caleb holds a B.A. in Business Communications and a B.A. in Business Strategy from Trinity Christian College.
Vice President of Government Affairs
BIOAlan Brasher is VP of Government Affairs for Vehicle Management Solutions and brings over 16 years of government expertise transforming towing management and logistics operations to enhance public safety in collaboration with law enforcement and government agencies. He is steering VMS’s engagement with cities, counties, and state agencies, driving growth for the Company’s core services. Prior to joining VMS, Alan helped build AutoReturn into a leading provider of tow and impound management technology to municipal and state agencies across the country as Executive Vice President. Alan spent the first 15 years of his career in software business development with positions as Director, Strategic Accounts at Telelogic and Senior Director, Business Development at Nexgenix and holds a B.S. in Business Administration from the University of Tennessee.
Chief Information Officer
BIOJim Ferguson is the Chief Information Officer for Vehicle Management Solutions and has been with the company and its predecessors since 2007. Prior to joining VMS, Jim advised the City of Chicago on the development of IT systems for the John Stroger Hospital, one of the largest public health care organizations in the US. He began his career as an Adjunct Professor and University Lecturer in Information Technology for the College of Business and the College of Health and Human Services at Governors State University. Jim holds an M.B.A from Governors State University.
Vice President of Corporate Development and Mergers and Acquisitions
BIOAnn Chiang is VP of Corporate Development and M&A and leads mergers and acquisitions activities for Vehicle Management Solutions. Prior to joining VMS in 2023, she was a VP of Finance for global lifestyle brand Selina Hospitality Plc where she helped take that company public in October 2022. From 2015 to 2019, Ann held a number of business strategy and operations positions at digital student loan refinance lender Earnest Inc. and led the sale of the company to Navient Corp. in 2017. Ann began her career in investment banking, first at UBS and subsequently Macquarie Capital, where she advised on mergers and acquisitions and capital raising for companies within the Global Industrials and Metals and Mining industries. She holds a B.S. in Economics from The Wharton School at the University of Pennsylvania.
Vice President of Finance and Accounting
BIOMike Sitar is the VP of Finance and Accounting for Vehicle Management Solutions and has been with the company and its predecessors since 2012. Prior to joining VMS, he worked as a Regional Finance Manager for ARAMARK in their Facility Services segment. Mike graduated from Maryville University with a B.S. in Accountancy, earned an M.B.A. from Lewis University and is a C.P.A.
Vice President of Human Resources
BIOChiquita Jones is the VP of HR for Vehicle Management Solutions and brings over a decade of experience in HR and Operations. Prior to joining VMS in 2024, Chiquita held a number of progressively senior positions in human resources at national retailers including Senior Regional Manager, NA DSP Program at Amazon, Senior Director at Circle K, HR Manager at Ross Stores, Inc. and District Manager at Speedway LLC. In addition to setting and executing HR strategies in support of inclusivity, diversity and business growth, she has also successfully led several post-acquisition integrations. Chiquita is an experienced servant leader with exceptional management skills, having led teams of more than 7500 individuals. She holds a Bachelor of Science degree with a focus on Business Marketing and International Relations from Southern Illinois University-Carbondale, an M.B.A. in Human Resources from Keller Graduate School and a Leadership certificate from Yale University.
Chief of Staff
BIORebecca Clancy is the Chief of Staff at Vehicle Management Solutions with over 25 years of experience helping the public and private sectors with their vehicle management needs. Specializing in organization and team leadership, she uses that experience to find efficiencies and streamline processes. Over the course of her career at VMS, she has held a variety of positions including Assistant General Manager, Director of Administration, Human Resources and Executive Administrative Assistant, learning about different aspects of the industry with each promotion. She also works with VMS’ commitment to diversity participation and compliance.
