Kevin Corcoran has been with Vehicle Management Solutions and its predecessor companies since 1999 and assumed the role of Chief Executive Officer in 2021. Throughout his 20-plus years in the vehicle management industry, he has served in several senior management positions, including Chief Operating Officer of United Road Towing, and Director of Human Resources and General Manager of E&R Towing. During his time as CEO, Kevin led the Company through a period of significant transformation, accelerated growth, and innovation including the expansion of service offerings from Towing to Municipal Managed Services and Safety Service Patrol.  Under Kevin’s leadership over the last three years, VMS has added Municipal Managed Services to four additional cities and Safety Service Patrol to six additional state DOTs as well as successfully acquiring and integrating four new companies into the VMS platform.  He holds a B.A. in Secondary Education from Indiana University, Bloomington and an M.B.A. from the University of Notre Dame. 

Mike Periard is Chief Financial Officer (CFO) of Vehicle Management Solutions and leads the company’s financial strategy, planning, accounting, treasury, and business performance initiatives. With more than 20 years of financial leadership experience, Mike brings extensive expertise supporting private equity-backed B2B organizations through periods of growth, operational improvement, and organizational transformation. Prior to joining VMS, he served as CFO of InformData and previously held CFO leadership roles with Integrated Global Services, Maintenance Enterprises, DISA Global Solutions, and Entertainment Promotions. His industry experience spans Industrial Services and Enterprise Data Management, where he developed a strong track record of driving financial discipline, improving operational performance, and supporting strategic growth. Mike holds a B.B.A. from the University of Michigan, an MBA from Indiana University, and is a Certified Public Accountant (CPA) in the State of Michigan. He is focused on partnering closely with operations to strengthen performance, support sustainable growth, and help build VMS for its next chapter.

Frank Mecklenburg is Chief Operating Officer for the Municipal Managed Services division of Vehicle Management Solutions overseeing impound and dispatch management operations.  Frank has over 24 years of experience with industry leading third party logistics providers, including 12 years in the municipal impound and dispatch industry.  During that time, he has served as Operations Project Lead, ongoing Operations Manager, and more recently General Manager, Vice President, CEO, and COO for eight separate successful facility startups over the last 18 years, including Caterpillar Logistics, AutoReturn LLC and TEGSCO LLC.   He holds a B.S. in Electrical Engineering from Rose-Hulman Institute of Technology and a M.B.A. from Marian University Indianapolis.  

Chiquita Jones is Chief Human Resources Officer (CHRO) of Vehicle Management Solutions and leads the company’s human resources strategy, talent management, organizational development, and workforce initiatives. Prior to joining VMS in 2024, she held senior leadership positions at Amazon, Circle K, Ross Stores, Inc., and Speedway LLC. Throughout her career, Chiquita has led teams of more than 7,500 employees, driven organizational transformation, and successfully managed post-acquisition integrations. She brings extensive experience aligning people strategies with business objectives to support operational excellence and sustainable growth. Chiquita holds a B.S. from Southern Illinois University Carbondale, an MBA in Human Resources from Keller Graduate School of Management, and a Leadership Certificate from Yale University.

Jim Ferguson is the Chief Information Officer for Vehicle Management Solutions and has been with the company and its predecessors since 2007. Prior to joining VMS, Jim advised the City of Chicago on the development of IT systems for the John Stroger Hospital, one of the largest public health care organizations in the US. He began his career as an Adjunct Professor and University Lecturer in Information Technology for the College of Business and the College of Health and Human Services at Governors State University. Jim holds an M.B.A from Governors State University. 

Matt Fiocca is the Chief Technology Officer of Vehicle Management Solutions (VMS), where he leads the company’s technology strategy, product engineering, and platform development. He oversees the systems that help organizations manage their fleets more efficiently, from vehicle maintenance and asset tracking to data and reporting tools that support better operating decisions. Matt has 20 years of experience in software engineering and technology leadership, and he focuses on building scalable, reliable products that solve real problems for customers. Before VMS, he was the owner-operator of Midwest-based Snapdragon Studios, a premiere software and games development company designing and building digital experiences for commercial real estate and government agencies. He is known for pairing hands-on technical depth with a collaborative, customer-first approach. Matt is currently based in Valparaiso Indiana.

Caleb Jonkman is Senior Vice President of Operations, Vehicle Management & Safety Service Patrol (SSP) for Vehicle Management Solutions. He oversees the company’s Vehicle Management and SSP divisions, leading operational performance, client partnerships, and strategic growth initiatives nationwide. Caleb joined VMS in 2020 as Chicago Regional Sales Director and previously served as Vice President of Operations and Business Development. He holds bachelor’s degrees in Business Communications and Business Strategy from Trinity Christian College.

Jake McHenry is Senior Vice President of Sales and Marketing at Vehicle Management Solutions (VMS), where he leads the company’s sales, marketing, and business development strategies, driving revenue growth, market expansion, and new business opportunities. Prior to joining VMS in 2024, Jake held positions at two software companies and spent eight years with Stryker, a global leader in medical technology, where he gained extensive experience in sales, marketing, and business development. Throughout his career, Jake has focused on building high-performing teams, developing strategic partnerships, and executing growth initiatives. Jake holds a Bachelor of Arts in Kinesiology and Health Sciences from Hobart and William Smith Colleges.

Rebecca Clancy is the Chief of Staff at Vehicle Management Solutions with over 25 years of experience helping the public and private sectors with their vehicle management needs. Specializing in organization and team leadership, she uses that experience to find efficiencies and streamline processes. Over the course of her career at VMS, she has held a variety of positions including Assistant General Manager, Director of Administration, Human Resources and Executive Administrative Assistant, learning about different aspects of the industry with each promotion.  She also works with VMS’ commitment to diversity participation and compliance.
